My best friend don't seem like my best friend !?

So...My bestest friends mum and dad dont really let her out alot, she dont get much money too...buh the thing is..ive not seen her for over 2 weeks...and ive texted her but she never texts back. her excuse, she has no credit. so also she goes out with her other friends but not me...and shes always leaving me out....i dont no what to do or say!
